The Weeds. team was born from the work of New Mexico's legalization working group. In 2019, Governor Michelle Lujan Grisham appointed Albuquerque City Councilor and former police officer Pat Davis to chair a group of legislators, cabinet secretaries, patients and industry leaders to evaluate options for transitioning the state's popular medical cannabis program into an adult-use market.

 

Pat hired Matt Kennicott, a former policy director in the legislature and for Gov. Susana Martinez, and Patricia Mattioli, an economic development consultant, to lead research components.

 

That team spent months studying policies and programs in other medical-only and adult-use states. The final roadmap they produced created the framework for New Mexico's adult-use program.

Medical and adult-use programs can bring new business opportunities in local communities, but state-led programs like these can often have unintended consequences for local jurisdictions challenged with addressing local concerns around zoning, environmental health and law enforcement.

 

As former elected and policy staffers in local and state government, we understand the challenges that come with regulating the time, place and manner restrictions available to local jurisdictions.

 

We have helped to advise local communities on zoning codes, business registration programs, law enforcement issues and social equity issues.

In addition to our work in New Mexico, the Weeds. team selected in 2023 by the State of Texas to serve as a subject matter expert to the Department of Public Safety for the state's expansion of the Compassionate Use Program, a low-THC medical cannabis program.
