Albuquerque, NM — The team that helped to build New Mexico’s statutory roadmap to transition from a medical to adult-use cannabis program has been hired by the State of Texas to help evaluate the current state – and advise on possible expansion – of the Texas Compassionate Use Program low-THC medical program.
The Texas low-THC medical program has grown between 200-400% each year since being launched in 2017. In 2023, the state’s Department of Public Safety opened applications for new licenses for the first time in 5 years. The state also opened solicitations for a subject matter expert to assist in evaluating the current status of the program and to help policy makers design a framework for evaluating the potential need to expand the program’s limited licensing structure.

Under the scope of services to the CUP program, Weeds will assist CUP staff in evaluating the program’s current data on patients, prescribers and dispensing organizations and make recommendations for managing and planning for continued growth in the program. The contract for services was awarded earlier this fall and is anticipated to run through 2024.
Weeds LLC was founded in New Mexico following the conclusion of the New Mexico Governor’s Marijuana Legalization Working Group and passage of New Mexico’s Cannabis Regulation Act establishing a hybrid medical-adult use program. Pat Davis, a co-founder of Weeds, is former police officer and current president of the Albuquerque City Council. He was appointed by Governor Michelle Lujan Grisham to lead the legalization group in 2019. Matt Kennicott is a co-founder of weeks. He served as policy director for former New Mexico Governor Susana Martinez and has been a consultant and operator for hemp and THC cannabis operators.
